The Illinois Harm Reduction & Recovery Coalition (IHRRC) and the West Side Heroin & Opioid Task Force (WSHOTF) are proud to introduce HB110, legislation that would allow the Illinois Department of Public Health to set guidelines and standards for organizations to obtain approval to operate a safe consumption site (SCS). This bill does not authorize any organizations to implement SCS programming. IHRRC and WSHOTF are proud to partner with lead House of Representative sponsors Rep. LaShawn K. Ford, Rep. Carol Ammons, and Rep. Kelly Cassidy on this effort. Additionally, we are excited to partner with Senator Melinda Bush, the lead sponsor in the Senate.
Please consider signing on in support of HB110. You can add your organization to the fact sheet HERE. Ultimately, House Bill 110 acknowledges that the overdose death toll in Illinois has devastated communities. We need to apply the available evidence-based strategies to decrease fatal overdose deaths quickly.
Peer-reviewed data gleaned from the 100+ safe consumption sites in 11 countries report that SCS programs:
✓ Prevent overdose deaths
✓ Facilitate entry into medical and mental health treatment
✓ Reduce the spread of infectious diseases
✓ Reduce public drug use
To end the fatal overdose epidemic in Illinois, we must lead with science and public health prevention and care strategies that work.
